Can Rhinoback work with dial-up internet connections?

Yes, Rhinoback works with dial-up connections. 

Windows can be set to connect to your ISP automatically when a backup starts.  Go to Control Panel -> Internet Options -> Connections and select “Always dial my default connection”.
